Center for Bilingual Education and Training
Description and JustificationThe goal of the Center for Bilingual Education and Training is the preparation of educators (teachers, counselors, and administrators) of English Language Learners (ELLs) so students achieve high academic success, especially through a network of support that includes parents and the community at large. With respect to bilingual teachers, the objectives are to increase the number of certified bilingual and ESL teachers by recruiting and preparing 100 candidates; provide professional development for in-service teachers to develop and maintain skills required to address ELL needs; provide mentoring and support for participants; and increase collaboration with the community, including local school districts and community colleges. With respect to bilingual counselors, the objectives are to increase the number of certified bilingual counselors by recruiting and preparing 30 bilingual candidates; provide professional development of ELL needs for all candidates in the UHCL counselor preparation program; provide mentoring and support for participants, UHCL school counselor candidates, and novice counselors; provide professional development to address ELL needs for current counselors in collaborating school districts; and increase communication and collaboration with local school districts and community at large. With respect to bilingual administrators, the objectives are to recruit and prepare 70 bilingual administrators to work in schools with a high population of ELLs; provide professional development that addresses the issues surrounding ELL needs; provide mentoring for participants; provide professional development to current administrators regarding ELL needs; increase communication and collaboration with local school districts and community at large; and disseminate professional development information on ELL needs to school districts in Texas and the United States via the Web. The project members would include UH-Clear Lake, the San Jacinto College District, and eight area school districts: Alvin, Clear Creek, Deer Park, Dickinson, Galena Park, Galveston, Goose Creek, and Pasadena.
