UNIVERSITY OF HOUSTON SYSTEM
BOARD OF REGENTS
ADMINISTRATION AND FINANCE COMMITTEE

February 1, 2005

The Administration and Finance Committee of the University of Houston System Board of Regents convened in the Melcher Board Room, Athletics/Alumni Center, on Tuesday, February 1, 2005. Noting the presence of a quorum, Chairman Hermes called the meeting to order at 10:45 a.m.

Dr. Rudley presented the following items for review by the committee:

  1. Consolidated Revenue Bonds, Series 2005: Bond Resolution, Preliminary Official Statement and Official Notice of Sale – UH System. Approval is requested of the Fourteenth Supplemental Resolution, the Preliminary Official Statement and Notice of Sale for the Consolidated Revenue Bonds, Series 2005– UH System. Approval by the Board was given on November 18, 2004 to issue consolidated revenue bonds in the amount of $25,800,000. The bond issue will provide funds for the construction of a parking garage at the University of Houston. The Master Resolution for the consolidated revenue bonds was approved by the Board of Regents on April 25, 1990. The Fourteenth Supplemental Resolution appoints the Chair of the Administration and Finance Committee as pricing officer for the bonds. Preparation of the definitive Official Statement will be subject to such additional changes as may be approved by the Vice Chancellor for Administration and Finance or the Treasurer as designated financial officers, who shall also be authorized to take such other administrative actions as shall be necessary to prepare for the sale of these bonds. The bonds will be sold by competitive bid.

    This item will be forwarded to the Executive Committee for approval on behalf of the Board.

  2. Purchase of Property at 4378 Wheeler – UH System. Approval is requested to purchase the property at 4378 Wheeler, described as Lot 10, Block 1, University Oaks. The acquisition is part of the University’s 10-year Asset Management Plan to acquire all properties along the southern edge of Wheeler. The property recently appraised for $183,830 and $185,000 – UH System.

Regent Smith moved approval of the items as presented. Regent Stephens seconded the motion which passed unanimously. The committee will present these items to the board for approval at the February 17, 2005 meeting.

The following item was presented for Information:

  1. Status Report on the Long-Range Housing Development Plan – University of Houston. Report by Dr. Elwyn Lee, Vice Chancellor/Vice President for Student Affairs.

In absence of further business, the Committee adjourned at 10:53 a.m.

All documentation submitted to the Committee in support of the foregoing action items, including but not limited to “Passed” agenda items and supporting documentation presented to the Committee, is incorporated herein and made a part of these minutes for all purposes.
