MINUTES OF THE MEETING
UNIVERSITY OF HOUSTON SYSTEM
BOARD OF REGENTS RETREAT

April 18, 2005

The University of Houston System Board of Regents convened in the French Room of The Woodlands Resort and Conference Center on Monday, April 18, 2005. Noting the presence of a quorum, Chairman O’Connor called the meeting to order at 8:10 a.m.

Chair O’Connor recognized Averill Buchanan, incoming Executive Administrator of the Board of Regents Office, and Peter Magrath, President of National Association of State Universities and Land-Grant Colleges (NASULGC).

Dr. Gogue introduced Dr. Magrath and asked him to discuss with the Board the relationships among institutions in university systems. Dr. Gogue briefly spoke on naming opportunities for UH-Downtown. The regents discussed the options regarding a name change for UH-Downtown and asked Dr. Castillo to address the issue. The regents also discussed the timing of a possible name change and the impact of the change during the upcoming campaign. Mr. Grenzebach stated that he felt all campuses will benefit by the “University of Houston” name during the campaign. Regent Hermes asked Dr. Castillo to provide the regents with a report that includes the problems in retaining the “UH-Downtown” name and to give the regents a recommendation. Regent Cemo asked Dr. Castillo to provide them with options recommended by the faculty.

Dr. Magrath led a discussion of the relationship between the University of Houston System and Methodist Hospital. Dr. Gogue stated that it was important to establish academic programs with Methodist and to provide space for their faculty on the University of Houston campus. Regent Cemo gave an update of the UH/Methodist Joint Committee meetings. Dr. Vailas discussed the challenges for the University of Houston System in the joint venture. Dr. Strickland talked about joint appointments for instructors and suggested that the University of Houston System continue relationships with other medical institutions. The regents asked for a time-line for further development of the relationships between the University of Houston System and Methodist. Mr. Hugetz said that the structure needs to be in place before moving forward. Dr. Gogue said he understands that the University needs to move quickly, but he would caution on setting dates prematurely. Regent Smith said that the University is faced with numerous opportunities and challenges and cautioned that all communication regarding the joint venture should be sent through Dr. Gogue.

Pursuant to Subchapter D of Chapter 551 of the Texas Government Code, which allows governing boards to meet in closed session, the Board of Regents went into Executive Session at 11:02 p.m. The Board reconvened the meeting at 11:30 a.m.

EXECUTIVE SESSION REPORT

Regent O’Connor reported that the Regents discussed legal issues and real estate. There was no action taken in executive session.

In absence of further business, the Board adjourned at 11:30 a.m.
